There are several services that do this and all you have to do is Google “resume marketing”.
If you would prefer to control your submissions then you are looking at Monster and Dice as the best technical job boards while CareerBuilder is good for other qualifications. On my site I have a list of resources.

List your certifications separately. This section can go before or after the technical summary as well as after the education section. Certifications can really set you apart especially if they are well established certifications such as the PMP and the CISSP.</br>

Do not list your high school. Having no higher education is like having no education at all if you are in the high tech so why waste space? They will ask anyhow.
The education section could be positioned before the experience section especially for recent grads. Remember.
You do not need to say when you graduated from college. If you are over 40, don’t assume that the law protects you, take precautions yourself.

This is a good place to put all the keywords that appear in your resume. Search engines will find your resume faster if there are more specific keywords in it. Depending on your line of work and experience your summary will be longer or shorter. This is where you should use a table for organization. </br>
For Example:</br>
Technical Skills

If you have only been exposed to something and you cannot support it in your resume, you may put it the technical summary, but makes sure it is supported in the body of your resume. Recruiters cannot tell where and how much you have used a tool off this summary, so be sure to tell them.</br>

If you knew that leaving off your bachelor degree because you are from another country increase your chances of getting the job, would you? Perhaps leaving off 15 years of your employment history? Or changing your titles to align with the job description?
What if doing these things helped overcome a xenophobic aspect within the screeners or help fight age discrimination? Would you do it?
Companies discriminate all the time and you have to figure out how to fight it. It won’t be in the courts, but how about on paper? Do not lie on your resume or overstate your abilities, but do make slight tweaks that can mean the difference between a garbage pile and an interview.

If you have a company and you are the only employee, you may want to list yourself as something other than owner. If you are working for a constructions company, call yourself Sr. Project Manager or Lead Engineer and describe your job responsibilities as though you were working for a larger firm.
Every recruiter I know who sees “Self-employed” thinks “unemployed”. In addition, if you are looking for a job after owning your own business a recruiter may ask himself if you are really that good at what you do. You need to eliminate these questions and get the interview.

As with italics, underlining things is not the best way to improve readability. If you absolutely must underline you job title go ahead, but never underline, italicize, and bold at the same time.

RSO or Resume Search Optimization is a technique that dictates “keyword” placement throughout the resume that increases your chances of being seen by robotic search engines and consequently by recruiters.
Every single large company and many small companies are using application tracking systems (ATS) that use complicated algorithms to search and sort the right resumes. If your resume is not properly optimized there is a chance that your resume will never be found or read. You will never get a callback.
Traditional resume writers who do not know about RSO will tell you to write a one page resume plus a cover letter and cripple your ability to be found by modern recruiters.
